Air Force releases FY14 Active Duty NCO Retraining Program Published July 1, 2013 By Senior Airman Alexxis Pons Abascal 27th Special Operations Wing Public Affairs CANNON AIR FORCE BASE, N.M. -- The Air Force approved the release of the fiscal year 2014 Active Duty NCO Retraining Program implementation instructions for Phase I and II, June 3. Air Commandos are being provided additional information regarding the program as a way to help optimize the enlisted force structure to best meet current and future needs of the Air Force. Phase I of the program began June 4 and will end July 7, 2013. Airmen who have been identified from overage Air Force Specialty Codes will have until July 7 to submit a voluntary retraining application through the Air Force Personnel Center myPers website. Airmen in the grades of senior master sergeant and below with retraining goals may apply for any AFSC with retraining objectives. If the retraining-out minimums for FY14 are not met voluntarily, implementation of Phase II could become necessary. During Phase II, which would begin July 8 and last through Sept. 8, 2013, AFPC will begin selecting the most qualified people for AFSCs to meet mission goals. The master vulnerability list is used to help select Airmen for mandatory retraining. Once Phase II is implemented, individual preference is no longer a consideration and Air Force needs take priority. It is imperative that Airmen considering retraining complete and submit the necessary documents by the given suspense. Failure to do so will require the completion of the Air Force Form 964: PCS, TDY, deployments, or training declination statement, rendering the Airman ineligible for promotion, assignment, reenlistment, or extension. Furthermore, the member will have to separate on their date of separation or sooner if mandated under an announced force management program. In order to be eligible for retraining, members must: Be on their second or subsequent enlistment. Have a current or projected grade of staff sergeant through master sergeant. If already projected for promotion, Airmen must apply for AFSCs with shortages in the projected grade. Have less than 12 years of total active federal military service as of Sept. 30, 2014. Technical sergeants and master sergeants must have less than 16 years of total active federal military service as of Sept. 30, 2014. Possess a 5-skill level or above in their Control AFSC.
